Westfield, Massachusetts, with a population of 40,072 is a community rich in history and culture. Nestled at the “foothills of the Berkshires” our beautiful city provides the unique opportunity to experience both an urban and rural feel. In 2004, the process to evaluate the feasibility and interest in establishing a Business Improvement District in Westfield was initiated by the Westfield Chamber of Commerce. Working with individuals and small groups of property owners, tenants, nonprofits and other stakeholders; program priorities and a business plan were developed. The plan included the proposed boundaries, memorandum of understanding and a baseline of services, an operational budget, fee structure, benchmarks and a management structure. In June of 2006, the Westfield City Council through the enabling legislation, Mass General Law.c.40O, voted to establish the Westfield Business Improvement District (WBID). The first Annual meeting was held in September of 2006 and the Board of Directors was formed. The first billing was done in January 2007 and the first program services were delivered in March 2007. The Westfield Business Improvement District (“WBID”) is proud to be the “third” BID in the Commonwealth of Massachusetts. The WBID is a private nonprofit 501 (c) (6) organization governed by a 15 member Board of Directors.
